Công ty Thăng Long partnered with Công ty Sông Đà 1. They transferred land to build two ten-story buildings. Apartments were sold to customers instead of housing students. By 2006 authorities found issues. The company was ordered to fix problems. They had to use the buildings for their intended purpose.

Today many apartments in Ký túc xá sinh viên Thăng Long are still not used as intended. A 77m2 apartment sells for 1.5 to 2 billion đồng. The front of the Ký túc xá is used for business. This situation raises questions. Why has it not been resolved?
