“Can you feel that?” whispered a woman to her companion, a slight shiver running down her spine as they stood before the imposing edifice. “It’s as if the walls themselves hold centuries of stories, some joyful, others… not so much.” She was talking, of course, about the Justicia, the seat of the Superior Court of Justice in Arequipa. This grand building has witnessed the changing tides of justice in this city since its very inception. Established in 1825, the Justicia didn’t always preside over Arequipa alone. Initially, its jurisdiction stretched to cover the entire department, including the neighboring region of Puno. Imagine the logistical puzzle of seeking justice in those days, traveling for days or even weeks over mountainous terrain just to have your case heard. It wasn’t until 1832, after much debate and a new law, that Puno established its own independent court. However, even with a reduced jurisdiction, the Justicia remained a cornerstone of Arequipa, echoing with the voices of those seeking a fair judgment, a resolution to disputes, and in many cases, the hope for a brighter future. Even today, the weight of countless stories, both big and small, hangs heavy in the air, a solemn reminder of the power and responsibility held within those historic walls.
