How about stepping into a place where the past and present converge the Johannesburg City Council? It stands here today a symbol of governance in a city built on gold. Johannesburg itself was a small village in 1886. It grew rapidly after the discovery of a gold reef on Langlaagte farm.

The story of the Johannesburg City Council mirrors the story of Johannesburg. It started as a health committee in 1887. The committee oversaw a small area around the market square. This area grew. In 1897, the government approved a town council. The council had 12 wards each electing two councillors. One councillor had to be a citizen. Johan Zulch de Villiers became the first mayor in October 1897.

Johannesburg transformed during the gold rush. People flocked here seeking riches. Within ten years the city’s population exploded. It grew to 100000 residents. Colonials joined miners artisans shopkeepers and adventurers. The Johannesburg City Council grew too. It adapted to the needs of a diverse and rapidly expanding population.

The council faced challenges. There were social issues and spatial segregation. Class and race divided the city. Suburbs like Fordsburg and Jeppestown housed working-class families. Other suburbs such as Doornfontein emerged as classy areas. The Johannesburg City Council had to address these inequalities and provide services for all residents.

The Second Boer War impacted Johannesburg. Many residents fled. The mines closed. Despite the turmoil, the council continued to function. It maintained order and provided essential services. After the war, the British established an Imperial Government Municipality. Later, a municipal council with elected members was established.

Johannesburg continued to evolve. The Johannesburg City Council adapted to new challenges. These challenges included a bubonic plague scare and the need for better housing. The council worked to improve living conditions and provide amenities for its residents.

In 1914, the Johannesburg City Hall was constructed. The plan for the building had been drawn in 1910. Its style is Edwardian Baroque. The building has a portico of Ionic columns. There is also a tower with a neo-Renaissance half-dome entrance.

The council continued to grow. In 1928, Johannesburg officially became a city. The Town Council became the City Council of Johannesburg. This change reflected the city’s growing importance.

The Apartheid era brought new challenges. The National Party implemented racial segregation. The council had limited control over the forced removals. These removals significantly changed the city’s landscape. Despite these challenges the Johannesburg City Council continued to provide services to its residents.

Today the Johannesburg City Council is part of the City of Johannesburg Metropolitan Municipality. It joined with ten other municipalities in 2000. This new structure aims to provide integrated development planning for the entire metropolitan area.
