Irvin Capers Lord, often known as I. C. Lord, was no ordinary man. He was the twenty-sixth mayor of Houston. He served in 1875 and 1876. But his contributions stretch far beyond that brief time. For fifty years, he dedicated himself to public service. This service spanned Houston and Harris County.
Born in Charleston, South Carolina, in 1827, Lord’s early life was marked by tragedy. The yellow fever epidemic of 1854 claimed the lives of some of his children. To escape this threat, he moved his family to Houston. He sought a fresh start and a safer environment.
In 1858, Lord’s public service began. He was elected alderman for the First Ward. He held numerous positions over the years. These included alderman for the Fifth Ward and city marshal. He also served as Harris County sheriff and commissioner. Lord even held many appointed positions in Houston’s local government.
Lord was a staunch supporter of Sam Houston. In 1861, he demonstrated his admiration. He named his youngest son Sam Houston Lord. This act speaks volumes about his political beliefs.
As mayor, Irvin Capers Lord faced immense challenges. Houston was grappling with the aftermath of the Civil War. Reconstruction brought municipal finance issues and public safety concerns. Political instability was also a major problem. Yet, Lord steered the city through these trying times.
He spearheaded several public works projects. These included rebuilding City Hall and Market House. He also oversaw the paving of downtown streets. His efforts laid the foundation for Houston’s future growth.

Irvin Capers Lord first lived near Market Square. Later, he moved his family to the First Ward. He resided there for over forty-five years. He spent his final years in the Montrose neighborhood with his daughter Dora.
When Irvin Capers Lord died in 1914, he was one of Houston’s oldest citizens. His obituary noted that he had held every office within the gift of the people. He was buried in Glenwood Cemetery with his wife and family.
