Intrigued by governmental oversight? Here we stand before the Intervención General de la Administración del Estado IGAE. This is Spain’s governmental internal control body. It shoulders a dual role. It manages the state public sector’s economic and financial affairs. It also serves as the central directive and management hub for public accounting.

The Intervención General de la Administración del Estado’s history is long. It reflects Spain’s evolving administrative landscape. Before a liberal state existed many bodies possessed similar powers. The Contaduría Mayor de Cuentas de Castilla dates to 1437. Later came the Catholic Monarchs’ Head Accountants. The Council of Finance and Felipe II’s Tribunal de Oidores followed. Then came the Superintendents General of Finance.

The Bourbon reforms reshaped accounting in the 18th century. Two major bodies emerged. These were the Contaduría General de Valores and Contaduría General de Distribución. The Contaduría General de Valores became the top authority. It handled administration accounting control and intervention. It also oversaw tax revenue collection.

These accounting offices persisted through much of Spanish history. The Constitution of 1812 affirmed their oversight roles. Four control types arose. Political-parliamentary control went to the Cortes. Administrative control rested with the accounting offices. Jurisdictional control belonged to the Contaduría Mayor de Cuentas. Public advertising of the Kingdom’s accounts ensured general awareness.

The accounting offices briefly merged in 1819. Then in 1842 they became the Contaduría General del Reino. This became the General Directorate of Accounting in 1850. By 1871 it was the General Directorate of Accounting and General Intervention. Finally the IGAE emerged in 1874. The DGC centralized accounting intervention and oversight. This removed oversight from the management body.

In 1869 Finance Minister Constantino Ardanaz proposed a new law. It covered Public Treasury Administration and Accounting. This initiative brought significant changes. It included intervention among its titles. A law regulating administrative account intervention became necessary. The Court of Accounts no longer linked to the executive branch. It linked to the legislative branch instead. The government needed to verify intervention operations. This ensured its economic management reached the Court as refined as possible.

Laureano Figuerola later presented a similar bill. It was based on Ardanaz’s project. The law gave the Director General of Accounting the role of General Auditor. This directorate would oversee all Public Administration actions. This included those producing income or expenses. The intervention staff spread throughout state administration bodies.

In 1874 a decree officially established the Intervención General de la Administración del Estado. It shifted from being the General Directorate of Accounting. The IGAE took on a fiscal auditing and accounting role. Its leader the General Auditor held top rank. José Ramón de Oya became the first General Auditor.

Over the years various regulations shaped the IGAE. These regulations maintained the IGAE as a dual body. It was both a fiscal authority and an accounting center. A commission investigated delays in account rendering in 1884. It recommended creating a Special Accounting Body. Germán Gamazo later created this body. It was called the State Accounting Expert Body.

During Primo de Rivera’s dictatorship the Tribunal de Cuentas e Intervención General merged. This formed the Supreme Tribunal of Public Finance in 1924. In 1930 the government restored the Intervención General.

The Second Republic was a golden age for the IGAE. The IGAE’s authority extended to all state administration. This included military administration. The Law of Bases for Public Treasury Administration of 1932 unified State Accounting. It granted exclusive jurisdiction to the Ministry of Finance through the IGAE.

Today the Intervención General de la Administración del Estado continues to evolve. It adapts to modern needs. It upholds its commitment to transparency efficiency and sound financial management.
