O. Burgess. But despite their achievements, the city’s path wasn’t easy. As the Depression unfolded, challenges arose, and in 1929, Independence Heights was annexed by the city of Houston. It seemed that the dream of a self-governing African American city had evaporated, yet the resilience of the community did not simply disappear.
