“The Transformers” they called them. Jerusalem’s residents gave Holyland Park’s towers this nickname because of their intimidating presence. These towers cast a shadow over the city.
Holyland Park is more than just a set of buildings. It’s a place tied to significant events in Jerusalem’s history. The Holyland Park complex is located south of the old city.
Before these residential towers stood here, the Holyland Hotel and the Holyland Model of Jerusalem occupied this space. The Holyland Model is now at the Israel Museum.
The initial plan was to build a larger hotel. This idea changed. Developers decided to construct residential housing instead. This required rezoning and unfortunately, this rezoning led to bribery charges.
The Holyland Case became a high-profile corruption scandal. Top Israeli officials faced charges of bribery and money laundering. Ehud Olmert a former Prime Minister and Uri Lupolianski the former mayor of Jerusalem were among those charged.
The Holyland Park project aimed for 1,200 apartments. So far, one skyscraper and seven apartment towers have been completed. Holyland Tower 1 is the tallest building in Jerusalem with 32 floors. Critics say the Holyland Park buildings intrude on the city’s skyline. Some consider them ugly.
The Holyland Park project faced early allegations. Yoav Yitzchak claimed that Hillel Charney obtained a false land assessment. This assessment had substantial tax benefits.
A police investigation ensued. It didn’t lead to prosecution but Doron Levy resigned. Later, Yoav Yitzchak revealed more suspicions of misconduct. He alleged that developers bribed Ehud Olmert.
This led to a bribery investigation. Several people were arrested including Hillel Charney and Uri Messer.
In 2012, an indictment was filed against 17 defendants. These defendants included Ehud Olmert and Hillel Charney. The prosecutors described the corruption as an established practice. They said bribery was used to subvert planning processes. It was used to change zoning laws, overcome citizen opposition and bypass construction regulations.
The trial began in 2012 with Schmuel Dachner’s testimony. He stated that he had given money to Shula Zaken.
In 2014, ten of the 13 accused were convicted. Ehud Olmert was convicted of receiving bribes. Shula Zaken was convicted of receiving bribes and money laundering. Uri Lupolianski was convicted of accepting bribes. Avigdor Kelner was convicted of money laundering and giving bribes. Hillel Charney was convicted of bribing Olmert and Lupolianski.
Despite the controversy, Holyland Park continues to evolve. Plans are in motion to add more buildings. This will potentially double the number of apartments.
Hillel Cherney believes the project was ahead of its time. He said that if Holyland Park were built today, no one would raise an eyebrow. Holyland Park remains a visible landmark. It is a reminder of both architectural ambition and a significant corruption scandal in Jerusalem’s history.
