The Hōjō Garden is a designated Famous Scenic Spot by Kyoto City. This reflects its beauty and importance. The garden design follows the chisen kaiyūshiki style. This means the garden is designed around a central pond. Monk Gyokuen designed it in the early Edo period. He was connected to garden master Kobori Enshū.

Hōjō Tokimasa helped Minamoto no Yoritomo become Japan’s first shōgun. Tokimasa’s daughter, Hōjō Masako, married Yoritomo. After Yoritomo’s death, Tokimasa became shikken. He transferred control of the shogunate to his clan. The shōguns then became puppets of the Hōjō.

In 1221, the Jōkyū War broke out. It was between forces loyal to Emperor Go-Toba and Hōjō Yoshitoki. The Hōjō forces won easily. The imperial court came under the shogunate’s control. The emperor was exiled.

Significant administrative achievements occurred during the Hōjō regency. Hōjō Yasutoki established the Hyōjōshō Council of State in 1225. This ended the threat of civil war. Potential rivals could share in decision-making. The Hōjō regent presided over the council.

Japan’s first military code of law was adopted in 1232. This was the Goseibai Shikimoku. It reflected the transition to military rule. The code stressed the duties of stewards and constables. It provided ways to settle land disputes.
