Harris County’s journey toward a comprehensive education system was gradual. By 1856 the county funded schooling for needy children. Two years later public funds were used for teacher exams. Decades later the state established the office of State Superintendent of Schools. Each county then established its own County Superintendent office.

Early Harris County schools were organized under district and community systems. In 1889 a significant step was taken. The Harris County Department of Education was formed. All schools fell under its jurisdiction. B L James became the first County Superintendent. He oversaw more than 50 Common School Districts. These districts served approximately 900 students. A district could become independent once enrollment reached 500. This was in the 1920s.

Throughout the 20th century Texas’s school district system changed. The services of the Harris County Department of Education adapted to this evolution. In 1978 the state ended funding for county school trustees. By 2003 only Harris and Dallas counties still had fully functioning county school boards. They became non-profit support organizations.

Today the Harris County Department of Education continues its vital work. It supports students teachers administrators school boards and public schools. It provides a wide range of programs. This plaque is a reminder of the long journey and lasting commitment to education in Harris County. It’s a testament to the dedication of countless individuals. Their efforts built a strong educational foundation for generations.
