The city incorporated in 1850. The population grew rapidly in the 1880s. Citizens formed a Board of Freeholders. They aimed to address the community’s needs. The Department of Parks emerged in 1889. Generous donations followed. Colonel Griffith J. Griffith donated five square miles of the Los Feliz Rancho in 1896. He envisioned a place of recreation for all.

The early 20th century saw the rise of playgrounds. These supervised spaces offered alternatives to city streets. The first municipal Playground Department in the United States was founded in 1904. The Camping Section began in 1913. The department developed indoor recreation centers by 1915. Ann Street Recreation Center opened in 1908.

The department opened the first municipal grass greens golf course in Griffith Park in 1923. Venice Beach and Cabrillo Beach were acquired in 1925. The Greek Theatre, Cabrillo Marine Museum, and Griffith Observatory followed.

Parks became places of refuge during emergencies. After the war, voters approved funding for parks and playgrounds. The Department of Recreation and Parks was born from a merger.
