The Soviet Union aided in its construction, utilizing the grounds of a former Indochina University campus. This building became the largest in Hanoi at the time. This hall even hosted the South East Asia Student Sports Festival in 2006. This network includes prestigious institutions like the University of Technology Sydney, Vrije Universiteit Brussel, École Polytechnique de Montréal, Tsinghua University, and Tokyo Institute of Technology.
