The Gowanus Power Plant is owned by Eastern Generation. It has a stake of 100%. The plant uses gas turbine technology for peak load power. GE Power supplied sixteen MS5001N turbines. Each turbine has a 20MW nameplate capacity. This brought the plant’s total capacity to 320MW. In one year the plant generated 4,677MWh of electricity.
But the Gowanus Power Plant’s story does not end with its technical specifications. It is intertwined with debates about environmental justice. The plant is located on barges in the Gowanus Bay. It is near Sunset Park, an area with high air pollution and respiratory disease rates.
In 2019, the Astoria Generating Company proposed a repowering project. This would replace old combustion units with new natural-gas powered ones. However, this proposal faced opposition from elected officials. They argued it would undermine New York’s renewable energy goals. They also raised concerns about the health of nearby communities.
New York City faces a reliability margin deficit because of rising demand and new emission limits on peaker plants. Generators on the Gowanus 2 & 3 and Narrows 1 & 2 barges will act as a temporary solution. They will run for an additional two years beyond their expected May 2025 retirement date.
Consumer and environmental justice advocates insist on renewable, battery, and transmission solutions. They want to reduce the need for peakers. The PEAK coalition worries about continued danger to Sunset Park residents. They say it impairs public health and worsens climate change impacts.
