Since 1830, Dubai enjoyed self-governance. The Ruler of Dubai led this. He delegated duties to representatives. This informal setup evolved. It shaped Dubai’s future.

Before the United Arab Emirates unified, Dubai made its own laws. These laws covered taxes and trade. This attracted foreign commerce. It helped develop fishing and pearling industries.

In 1971, the UAE was formed. Dubai retained control over key local affairs. These included education, transport, and security. Dubai even kept its own police force. Other emirates relied on federal ministries.

Law 3 of 2003 marked a change. It created the Dubai Executive Council. This council supported the Ruler. It also exercised some responsibilities. The Ruler appointed the council head and deputies. Other members were heads of major departments. Dubai Municipality and the Dubai Police Force were included.

The Ruler of Dubai is an absolute monarch. He has sole authority. He issues decrees, establishes departments, and amends laws. Since 2003, some oversight went to the Dubai Executive Council. This council supervises departments. It prepares the budget and issues decrees. It reports regularly to the Ruler.

Royal decrees establish Dubai government departments. The Dubai Police Force formed in 1956. By 2022, 58 departments were under the Dubai Executive Council.

The Dubai Official Gazette publishes laws and regulations. It serves as the government’s official record.

The Dubai Executive Council is the legislative arm. It enforces decrees and facilitates communication. The council has a chairman. Members are appointed by the Ruler. Key department heads must be members. These include the Dubai Municipality and Dubai Police Force leaders.

As of July 2022, the Dubai Executive Council had 22 members. The Crown Prince of Dubai, Sheikh Hamdan bin Mohammed Al Maktoum, leads the council since 2006.

Notable members include Sheikh Maktoum bin Mohammed Al Maktoum. He is the Deputy Ruler of Dubai. Sheikh Ahmed bin Saeed Al Maktoum heads the Dubai Civil Aviation Authority.

The First Lady of Dubai is the Ruler’s senior wife. She represents Dubai with grace. Sheikha Hind bint Maktoum Al Maktoum currently holds this role.

The First Lady assists the Sheikh. She inaugurates charities. She is the chairperson of the UAE foodbank. She attends official events and organizes civic programs.
