The Government Complex Seoul wasn’t always here. Before this complex, the central administrative agency operated from the Central Office Building. The establishment of the Republic of Korea in 1948 marked this building as the center of operations. However, as the government expanded, office space became scarce. Ministries spilled into leased buildings, impacting efficiency. The need for a new government complex became clear.
In 1966, a site was chosen for the Government Complex Seoul. Accessibility to the central office was key. The location also held historical significance. It was once Yookcho main street during the Joseon dynasty. Construction began in July 1967. It was completed in December 1970.
The Government Complex Seoul was innovative. It applied various new construction methods of the time. Steep slopes running north to south were leveled. This used the Caisson method, integrating bedrock and foundation. A bearing wall structure without pillars maximized indoor space. The slip form method poured concrete while raising a mold. Disaster prevention equipment was installed throughout the complex. This included fire detectors and alarms. A central monitoring system was established.
At the time, the Government Complex Seoul was the largest single building in Korea. It had a site area of 15,600 square meters. The floor area spanned 70,473 square meters. It featured three underground stories and 19 aboveground stories.
An annex was added later. The Changseong-dong Annex was purchased in 1981. This aimed to secure more office space. The administrative organization had continued to expand. The annex of the Government Complex Seoul is a specialized space. It is designed for foreign affairs. It includes international conference halls.
The Government Complex Seoul has changed over time. The former Central Office Building was demolished in 1996. Today, the Government Complex Seoul continues to evolve. It adapts to the changing needs of South Korea.
