The Dutch settlers first used Port Louis as a harbour in 1606. They called it Harbour of Tortoises. In 1736 the French designated Port Louis as the administrative centre of Mauritius. The City Council of Port Louis was established in 1830. Today it is one of five municipal councils responsible for urban areas in Mauritius. Twenty-four councillors are democratically elected. The councillors elect a Lord Mayor and a Deputy Lord Mayor.

Insurance companies pension funds and foreign exchange dealers also operate here. The Mauritius Commercial Bank is the oldest bank based in Port Louis. It was founded in 1838.
