The history of Fingal County Council dates back to 1985. At that time the electoral county of Dublin-Fingal was established. But it wasn’t until 1994 that Fingal County Council truly came into its own. The Local Government Act of 1993 abolished Dublin County Council and created the new county of Fingal.
Initially, the council met in an office block on O’Connell Street. But a purpose-built County Hall was needed. Construction finished in 2000. The new Fingal County Hall stands proudly on Main Street in Swords.
Bucholz & McEvoy designed Fingal County Hall. They collaborated with the Building Design Partnership. Their vision resulted in a modern and sustainable building. The building features a full-length glass wall. RFR, the French firm behind the Louvre Pyramid’s engineering, worked on it.
Step inside Fingal County Hall and discover a unique feature. A 150-year-old Himalayan Cedar tree grows in the building’s center. It serves as a reminder of the area’s history.

The design integrates existing Holm Oak trees and the Himalayan Cedar. These elements establish a civic scale. Together, the trees and the building create a public foyer. It is a space that is both internal and external.
Visitors enter a green piazza. It is colonnaded with Holm Oak trunks and roofed with foliage. The five-story atrium defines the edge of this space. It is a vertical main street. It extends an open gesture toward the community.
