He became the director of the Official School of Telecommunications in 1949 and oversaw its move to a new building on Calle Conde de Peñalver in 1955. This marked a pivotal moment, the creation of the first building designed specifically for training telecommunications engineers. Novoa’s vision continued to shape the future of telecommunications with the inauguration of the new School of Telecommunications Engineers at Complutense University in 1965.
