The Nazis sought to consolidate power. They wanted a stronger port for their war efforts. The Ehem. Grenze Hamburg – Preußen that once defined two distinct entities was no more. The law aimed to strengthen the Port of Hamburg. The port was essential to the German economy.

A significant step occurred in 1928. Hamburg and Prussia agreed to jointly develop new port areas. They aimed for coordinated planning. The agreement stated that actions should be taken “as if state borders were not present.”

After World War II, there were minor attempts to revisit the borders. However the changes of 1937 remained largely in place.
