The City of Los Angeles has a rich history in parks and recreation. It started modestly in the 18th Century. The city evolved into a major cultural and economic power. The Department of Recreation and Parks has helped shape Los Angeles.
In 1781 Governor Felipe de Neve founded Los Angeles. He created the Plaza in the city’s center. The settlers named their pueblo “El Pueblo de Nuestra Senora La Reina de Los Angeles”. This translates to “The Town of Our Lady Queen of the Angels”. The Plaza became the first park unit in Los Angeles.
The city incorporated in 1850. The population grew rapidly in the 1880s. Citizens formed a Board of Freeholders. This board created a home rule charter to address the community’s needs.
The Department of Parks formed in 1889. The city owned land suitable for parks. They entrusted these properties to the new department. Colonel Griffith J. Griffith donated five square miles for a park in 1896. He envisioned “a place of recreation and rest for the masses”. This led to the development of more parks. These included Elysian Park, Pershing Square, and Lincoln Park.
Early 20th-century parks lacked organized activities. Children played on streets and vacant lots. This spurred a movement to create a Playground Commission. Their goal was to prevent juvenile delinquency. They aimed to provide constructive play for youth. In 1904, Los Angeles created the first municipal Playground Department in the US.
The Camping Section formed early within the Department. Municipal recreation included children’s and family camps starting in 1913. The first camp opened in Redondo Beach. Camp Seely in Crestline was the first family camp built in 1914.
By 1915, organized social activities were needed. The Department created indoor recreation centers. These included gymnasiums and game rooms. Ann Street Recreation Center opened in 1908. It was the first of its kind.
The Department opened the first municipal grass greens golf course in Griffith Park in 1923. The city now operates thirteen courses.
1925 was a milestone year. A Department of Playground and Recreation formed. Both park departments gained control of their funds. Venice Beach and Cabrillo Beach were acquired.
The Greek Theatre opened in 1930. The Cabrillo Marine Museum opened in 1934.
Parks became places of refuge during emergencies from 1941-1945. Voters approved a bond issue for parks in 1947. The Department of Parks and the Department of Playground and Recreation merged. The Department of Recreation and Parks was born.
