The plaque reads: “Texas and the Civil War Committee on Public Safety.” A committee of fifteen men formed in 1861, they were tasked with ensuring smooth compliance with the mandates of the Texas Secession Convention. It may not have had a name, but this committee and its actions can be considered the first battle of the Civil War. The men, under orders from the committee, surrounded the Federal headquarters in San Antonio and in effect surrendered the alien force. This was not a shootout, but a forceful and symbolic move. They seized guns, ammunition, military vehicles, and more than $3,000,000 worth of goods and money. The military action was a success and it did much to prepare Texas for the war. The plaque marks the site of the historical event which happened at the corner of Dewey Place and San Pedro Avenue.
