Have you ever heard of a house so grand it became City Hall? Gibraltar City Hall, right here in John Mackintosh Square, has just such a story. Originally, this wasn’t a government building. It was a private mansion, the grandest Gibraltar had ever seen. Built in 1819 for Aaron Cardozo, a wealthy merchant of Portuguese Jewish descent, it quickly became a landmark. Cardozo, a friend of Lord Nelson, built this mansion at a staggering cost of £40,000. He even had an observation tower, a common feature in grand Spanish merchant houses, used to watch ships entering the bay. The square itself has gone through many names. Alameda during the Spanish period. Almeida or Almeda by the English. La Plaza, La Plaza Mayor, Commercial Square, and even the nicknames El Martillo and the Piazza. The mansion’s location is significant. It stands on the former site of a medieval Spanish hospital and chapel, La Santa Misericordia, which was later a debtors’ prison. Interestingly, Cardozo wasn’t legally allowed to own property due to his faith. He was granted the land because he was owed compensation, had helped the British in wars with France, and had exposed a conspiracy against the fortress. After Cardozo’s death, the house became the Club House Hotel, hosting balls, concerts, and even prominent guests like Prince Adalbert of Prussia. In 1875, it was bought by Pablo Antonio Larios, a wealthy businessman. He renovated it lavishly, adding marble fireplaces and even hot and cold running water, a rare luxury at the time. The house, then known as Connaught House, was even offered to the Duke of Connaught, Queen Victoria’s son, as a residence during his time in Gibraltar. In 1922, Larios’s son sold the building to the government. Initially intended as a post office, it became the seat of the newly formed Gibraltar City Council in 1924, eventually earning its present name, Gibraltar City Hall. Today, it’s still the Mayor’s office and home to government departments and the Mario Finlayson National Art Gallery, exhibiting works by prominent Gibraltarian artists.
