Cinquième circonscription du Nord covers 197.42 square kilometers. It includes 32 communes and four cantons. The population is about 136071. That is a density of 689 inhabitants per square kilometer.
From 1958 to 1986, the Nord department had twenty-three constituencies. The fifth constituency was defined differently then. Since 1988, Cinquième circonscription du Nord is located on the periphery of the Lille agglomeration. It sits between Lille and the Pas-de-Calais. The constituency centers around Seclin. It is mainly peri-urban.
In 1999, INSEE estimated the total population at 123851. Since 2010, it includes the cantons of La Bassée, Haubourdin excluding Loos, Seclin-Nord, and Seclin-Sud.
Cinquième circonscription du Nord was long considered a left-wing stronghold. This was due to its working-class population. It was wedged between the mining basin and Lille. Seclin is the main city. It has a communist municipality. That explains why it remained on the left during the 1993 blue wave. Martine Aubry easily won here with 60% of the vote in 1997.
The 2002 elections marked a turning point. The right-wing candidate won by 1044 votes. That was 51.09% of the votes. This shift to the right was confirmed in 2007. Nicolas Sarkozy won here with 52.53%. That was close to his national score. Sébastien Huyghe was re-elected.
Georges Brice was a deputy for Cinquième circonscription du Nord. He left the UNR group in 1959. He disagreed with the policy in Algeria. Arthur Notebart also served as deputy multiple times. Denise Cacheux and Bernard Davoine each held the seat for one term. Martine Aubry was deputy until she became a minister. Sébastien Huyghe then held the seat for several terms. Victor Catteau served briefly before a parliamentary dissolution.
In the 2022 elections, no candidate achieved a majority in the first round. Ophélie Delneste and Victor Catteau advanced to the second round. Catteau won the second round. In 2024, Catteau won the first round. Sébastien Huyghe was second. Ophélie Delneste withdrew before the second round. This was to block Catteau. Huyghe ultimately won the seat.
