Two percent of the construction budget was dedicated to public art. Penelope Jencks was chosen as one of three sculptors. She had the task to create works mirroring the essence of Chelsea.

These figures were recognizable faces in Chelsea during the artwork’s creation. The young girl is a portrait of Jencks’ own daughter.
Penelope Jencks is a notable sculptor. Her works include the Eleanor Roosevelt Monument in New York City. It is said to be the first monument dedicated to a president’s wife. She also created the Samuel Elliott Morrison statue on Boston’s Commonwealth Avenue Mall. Jencks also sculpted the Robert Frost sculpture at Amherst College.
The Chelsea Conversation received a Commendation for Design Excellence. This recognition came from the National Endowment for the Arts.
