Had anyone ever imagined a city’s memory could be housed within a single building? Right here, at the Cebu City Register of Deeds, the stories of countless land ownerships, transactions, and legacies reside. The Cebu City Register of Deeds isn’t just an office; it’s a living archive. It tells the tale of Cebu City’s growth, its people’s aspirations, and the very ground beneath our feet. Established by City Ordinance No. 498 in 1964, the Cebu City Register of Deeds was initially created to serve as the public repository for documents affecting land titles within the city. It was meant to be the ultimate source of truth for who owned what, safeguarding against disputes and ensuring smooth transactions. However, a twist emerged in this narrative. Republic Act No. 1151, which created the Land Registration Commission (now the Land Registration Authority), already mandated the establishment of a Register of Deeds in every city and province, under the direct control of the LRA. This placed the city’s ordinance in conflict with national law. Fast forward to 2022, and Cebu City Councilor Jocelyn Pesquera spearheaded the move to abolish the Cebu City Register of Deeds office. This wasn’t a move against the importance of land registration. It was a recognition of the existing framework under the LRA, streamlining operations and avoiding redundancy. The Cebu City Register of Deeds, once a symbol of local autonomy in land registration, ultimately served as a testament to the evolving legal landscape. It reminds us that laws, like cities, are living entities, constantly adapting and changing to meet the needs of the times. While the office itself might no longer exist as it once did, its function continues under the LRA. The stories it held are preserved, continuing to tell the saga of Cebu City’s land and its people.
