Established by City Ordinance No. 498 in 1964, the Cebu City Register of Deeds was initially created to serve as the public repository for documents affecting land titles within the city. Republic Act No. 1151, which created the Land Registration Commission (now the Land Registration Authority), already mandated the establishment of a Register of Deeds in every city and province, under the direct control of the LRA. This placed the city’s ordinance in conflict with national law. Fast forward to 2022, and Cebu City Councilor Jocelyn Pesquera spearheaded the move to abolish the Cebu City Register of Deeds office. This wasn’t a move against the importance of land registration. It was a recognition of the existing framework under the LRA, streamlining operations and avoiding redundancy. The Cebu City Register of Deeds, once a symbol of local autonomy in land registration, ultimately served as a testament to the evolving legal landscape.
