“Did you know that CBC Carloc’s name honors a remarkable American judge?” I ask my tour group. We stand before the unassuming street sign. It’s easy to miss. But this street holds a piece of Cebu’s intriguing past.

CBC Carloc is named after Judge Lyman Judy Carlock. He was the first American judge in Cebu. His arrival marked a significant shift in the city’s legal system. Imagine the transition from Spanish rule to American governance. Judge Carlock’s presence signified this change. He wasn’t just an administrator of justice. He was a key figure in the shaping of Cebu’s legal landscape during a pivotal time in its history.

Judge Carlock was appointed during the administration of William Howard Taft. Taft was the first civilian governor-general of the Philippines. The American governor-general held ultimate authority in the country. This period of American rule lasted from 1901 to 1935. It’s a period many Cebuanos remember for its impact on law and order. It also profoundly impacted the city’s infrastructure and development.

Judge Carlock’s tenure in Cebu was not without its challenges. One notable case involved Don Vicente Sotto. Sotto faced charges of sedition. Judge Carlock convicted him initially. However the Supreme Court overturned the decision. This shows the complex legal environment of the time. It also demonstrates how justice wasn’t always straightforward.

Beyond the courtroom Judge Carlock and his wife Mabel Riddle gained respect among Cebuanos. They earned this respect through their interactions with the local people. Their impact extended beyond the formal legal sphere. This highlights the personal touch of Judge Carlock’s legacy.

Sadly Judge Carlock died of cholera in 1903. This disease was a major health concern at that time. His untimely death cut short his service. However his memory lived on. Fellow judges Americans and Filipinos alike raised funds for his monument. This monument stood as a testament to his contributions to the city. It also serves as a lasting reminder of the respect he commanded. The Plaza Hamabar now occupies the site of what was once known as Plaza Carlock.

As we stand here today on CBC Carloc remember Judge Lyman Judy Carlock’s legacy. His name is more than just a street name. It’s a window into a pivotal era in Cebu City’s history. It reflects the profound influence of American governance on the city’s legal system and social fabric.
