The parish of Doamna Oltea was established in 1940. From 1940 to 1948, the church operated in a two-room building. This building was located at a factory gate near the State Circus.
In the summer of 1948, the first place of worship was built. It was made of wattle and daub. This church stood until its demolition by the communist regime. The demolition happened on November 27, 1986. A parish house was also built during this time. It too was demolished by the communists.
After 1989, the parish could rebuild its cherished church. Efforts to acquire land began in 1990. Seven years later, a simple altar of metal and glass was built. Bishop Teodosie Snagoveanul consecrated it on April 23, 1997.
In 1997, the foundation stone was laid for a small church. This work was completed in 1998. This building serves as the current chapel. It is dedicated to Saint Parascheva and Saint Antonie the Great.
From April 23, 1997, to December 1, 1999, Doamna Oltea functioned as an annex. It belonged to the Sfânta Treime-Tei parish. The new church was consecrated on June 8, 2000. Patriarch Teoctist added the third patron saint. It was named Schimbarea la Față. Two unique crosses and a monument were erected. These honored Saint Parascheva. They are now in the churchyard.
Between 2005 and 2007, a social settlement was built. It had cultural and medical functions. It included a basement, ground floor, and upper floor. An icon of Saint Antonie the Great was painted. Scenes from his life were also depicted. This was done in a special apse. It was framed within the building and secured with glass.
The painting and the small church were consecrated on November 18, 2007. The social settlement also got consecrated. Patriarch Daniel and other bishops officiated.
Biserica Ortodoxă Doamna Oltea engages in social and philanthropic activities. A parish library serves all parishioners. Weekly catechesis sessions are held every Friday. The parish publishes a quarterly bulletin. They also run the program Hristos Împărtășit copiilor!. Christian agape meals follow each Holy Liturgy. Meditations take place every Saturday. A parochial medical office is open on Tuesdays and Fridays.
Pastoral-missionary activities are also organized. These include distributing aid to those in need. Food, clothing, and medicine are provided. The program Masa Bucuriei! offers food to disadvantaged people. Confession is offered to children from School no. 10. The Holy Eucharist is given to children from Kindergarten no. 157.
