On a crisp Rostock morning, the Behördenzentrum am Steintor stands as a silent witness to the city’s ever-evolving story. The Behördenzentrum am Steintor isn’t just another government building. It represents the heart of Rostock’s administrative power, a place where decisions shaping the region are made. The Behördenzentrum am Steintor occupies buildings 2 and 3 of the complex. Building 2 has a particularly rich history. Constructed in 1927 for the Mecklenburgische Ritterschaftliche Brandkasse, its sturdy brick facade has withstood the test of time. While much of Rostock’s city center suffered damage during the war, this building emerged largely unscathed. Interestingly, the neighboring buildings, numbers 3 through 6, were built between 1953 and 1959 on the former site of the Johanniskloster, which had been demolished in the 1930s. This newer section of the Behördenzentrum am Steintor reflects the pseudo-classical style of 1950s East German architecture. It initially served the Volksmarine, the East German navy. Look closely, and you can still see sculptures of two sailors at the main entrance on Wallstraße 2, a reminder of this era. After the navy moved to Hohe Düne in the mid-1960s, the building housed the Rat des Bezirkes (District Council) until 1990. Then, it briefly served as a district administrative building before housing the Rostock Oberfinanzdirektion (Regional Finance Office) until 2002. With the establishment of the state-owned BBL M-V (Building and Real Estate Management Mecklenburg-Vorpommern), it became home to a higher state authority. The BBL M-V was located here until its dissolution. Since January 1, 2020, the Behördenzentrum am Steintor has housed the Staatliches Bau- und Liegenschaftsamt Rostock (State Building and Real Estate Office Rostock) and parts of Department IV of the Mecklenburg-Vorpommern Ministry of Finance. Today, within the Behördenzentrum am Steintor, ten specialist departments and the management division work tirelessly. They manage an impressive portfolio of projects, totaling 113 million euros in 2021 alone. This includes everything from simple office renovations to complex hospital buildings and even naval command centers. The Behördenzentrum am Steintor is more than just bricks and mortar.
