How many neighborhoods can claim a phoenix-from-the-ashes story? Balsan 1-dong is one such place. It is a neighborhood in Gangseo District Seoul. Balsan-dong has an area of 3.53 square kilometers.

Balsan 1-dong was once part of a larger area. This area suffered from Seoul’s rapid growth. The city needed a place for its waste. Nanjido an island near Balsan-dong became Seoul’s official dump site in 1978. For fifteen years the island transformed into a mountain of garbage. The waste disposal problem arose because of Seoul’s development.

By 1993 Seoul realized Nanjido could no longer function as a dumpsite. The city began a landfill recovery project. This project aimed to restore Nanjido’s ecosystem. The goals were topsoil leveling soil recovery leachate treatment landfill gas recycling and slope stabilization.

Seoul transformed the trash heap into a green space. This space includes parks sculptures and trails. Nanjido’s location was perfect as a gateway to the world. Sangam-dong where the landfill is located hosted the 2002 World Cup stadium. The area needed to transform into an eco-park. Seoul wanted to show the world that a land of death could become an ecological space.

Methane was a major gas from the landfill. Seoul installed methane gas extraction wells. The gases provide heating for public sites offices and households. This generated energy and reduced environmental harm.

After opening the World Cup Park Seoul analyzed the ecological changes. The number of plant and animal species jumped from 438 in 2000 to 1092 in 2013. Pollutants diminished. Nanjido was no longer a land of death.

Today the World Cup Park attracts millions of visitors yearly. It offers programs performances and festivals. The Nanjido rebirth project is recognized internationally. Officials visit to learn about Seoul’s experience. The United Nations gave Seoul an award for its landfill recovery project.

Challenges included conflicting ideas about Noeul Park. It was originally planned as a golf course. Seoul amended the ordinance to transform it into a park.
