The city invested around 2.4 million euros in the neighborhood. This happened from the start of the rehabilitation until the end of 2011. In 2017, the City Council of Porto declared something big. Bairro Rainha Dona Leonor would become the best social housing in Portugal.

The location takes advantage of the existing land. The council launched a public tender. The winner had to build high-quality social housing first. Later, they could construct housing for sale next to it. This model allowed for the creation of superior social housing. It also allowed all tenants to stay there.
