The old city hall and cultural hall had served the community since the 1960s. They were aging and earthquake resistance was a concern. So the city decided to consolidate facilities. They chose this location to create a new cultural hub.
Opened on September 1, 2019, the Higashiosaka Cultural Creation Hall is a multi-purpose arts center. It boasts a large hall with 1,500 seats and a smaller hall with 300 seats. There is also a music studio and traditional Japanese rooms. These rooms feature a waterside and hearth.
