What echoes whisper from the 施薬院協会跡 Plaque? This unassuming stone marker, nestled within the bustling heart of Kyoto, speaks volumes about compassion and care. The 施薬院協会跡 Plaque marks the site of a beacon of hope for the impoverished and ailing of Kyoto during the Meiji and Taisho periods. It commemorates the establishment of the Hakuai-in (施薬院), a private hospital founded by Seiyaku Ando in 1897. The name hearkens back to an earlier tradition, the Yakui-in of Heian and medieval times. These institutions, also known as Yakunin, provided medicinal herbs and treatment to those in need. Dr. Ando’s Hakuai-in, located within the grounds of Chion-in Temple, offered free medical consultations, continuing this legacy of compassionate care. In 1903, recognizing the profound impact of Dr. Ando’s work, the Kyoto prefectural and city governments, along with the Kyoto Medical Association, joined forces. Together, they established the 施薬院 Association to expand the reach of this essential service. The association relocated to Nyushinin Temple and continued its mission of providing free medical care and support. The plaque marks the spot where this combined effort took root, eventually moving to its final location and transforming into the Kyoto City Central Hospital. Although the original buildings are gone, replaced by the modern Kyoto Lifelong Learning Center, the 施薬院協会跡 Plaque serves as a poignant reminder. It reminds us of a time when a community united to alleviate suffering and offer hope to its most vulnerable members. It represents the spirit of compassion, woven into the very fabric of Kyoto’s history.
