“Imagine books whispering secrets.” That is what comes to my mind as we approach the Otsu City Library. This library is more than just a repository of books. It is a community hub in Otsu, Shiga.

Otsu City Library serves as a place for knowledge and connection. It is located at 1-3, 2-chome, Hamaotsu, Otsu City. This location is easily accessible. It is only about three minutes from Keihan Biwako-hamaotsu station. It is also near the Hamaotsu bus terminal station.

The Otsu City Library welcomes visitors. It is open Tuesdays through Saturdays from 10 AM to 7 PM. On Sundays, it is open from 10 AM to 5 PM. Please note that the library is closed on Mondays. Also, it closes on the last Thursday of each month. August is an exception. In September, the first and last Thursdays are closed. The library is closed on national holidays. If a national holiday falls on a Saturday or Sunday, the library remains open. The library is closed from December 28 to January 4 for year-end and New Year’s holidays. The library may close for inventory. It may also close for special purposes.

In 2016, Kyoto City Library started a reciprocal agreement. This was with the libraries of Uji City and Otsu City. This agreement allows residents of Kyoto, Uji, and Otsu to use each other’s libraries. Kyoto residents can use the libraries in Uji and Otsu. Residents of Uji and Otsu can use Kyoto City Library. This expanded access includes borrowing privileges. It also includes reservation and reference services.

The Otsu City Library offers a wide range of services. These include browsing, borrowing and reservations. Reference services are also available. Note that reference inquiries are accepted only in person or by phone.

Although Otsu City Library does not have dedicated parking, its central location makes it easy to reach. The library stands as a testament to the importance of community. It promotes literacy and lifelong learning. As we leave, remember the power of stories. Remember that they connect us all.
