国家乡村振兴局

Established in 2021, the 国家乡村振兴局 (National Rural Revitalization Administration) here in Beijing holds a unique place in China’s story. It’s a story of transition, of moving from targeted poverty alleviation to a broader vision of rural revitalization. The 国家乡村振兴局 itself represents a shift. It inherited the responsibilities and personnel of the State Council Leading Group Office of Poverty Alleviation and Development. This office had a long history, dating back to 1982 and the Three West Regions Agricultural Construction Leading Group. That group focused on Gansu, Ningxia, and western Inner Mongolia. The focus then was on commodity grain bases and improving living conditions in these impoverished areas. Over time, the organization evolved, changing names and expanding its mission. It became the Leading Group for Economic Development in Poor Areas in 1986, then the Leading Group for Poverty Alleviation and Development in 1993. The 国家乡村振兴局 carries this legacy forward, but with a renewed focus on the revitalization of rural China as a whole. It oversees the implementation of national rural revitalization strategies, working to improve rural infrastructure, support rural industries, and enhance public services. Interestingly, even after its establishment in February 2021, the 国家乡村振兴局 continued to use the official seal of the former poverty alleviation office for a time. This symbolized the continuity of its work while embracing a broader vision for the future of rural China. The 国家乡村振兴局 was briefly a standalone agency under the Ministry of Agriculture and Rural Affairs. However, in March 2023, a restructuring saw its functions merged into the Ministry, effectively ending its independent existence. But its legacy continues. It serves as a testament to China’s commitment to rural development.
