Yotsukaido City Yoshioka Elementary School first opened its doors in 1965. It began its journey with a single class in each grade. The school has grown considerably since then. It has witnessed over 1,400 students graduate and embark on their life journeys. The principal’s speech from the 30th-anniversary celebration in 1995 offers a glimpse into this rich history. He reminisced about the school’s humble beginnings. He also spoke about the surrounding landscape. He remembered vast, open land and a scarcity of houses, a stark contrast to the vibrant neighborhood we see today. He mentioned the original school building, which housed the classrooms for fourth to sixth graders. The school has clearly evolved. Yotsukaido City Yoshioka Elementary School has a fascinating link to the advancement of English language education. In 1999, Yotsukaido City designated four elementary schools, including Yoshioka, as English Education Promotion Model Schools. This initiative was part of a broader city-wide effort to promote continuous, connected English education spanning nine years of compulsory schooling. The model schools embarked on research and development. Their work culminated in the establishment of “English Language Arts” classes. These classes were introduced for first graders in 2010 as part of a two-year educational program. This program went beyond speaking and listening skills. It incorporated enhanced instruction in reading and writing, using teaching materials provided by the city’s board of education. This early emphasis on English education laid the groundwork for Yotsukaido City’s application for a special educational program under the Ministry of Education, Culture, Sports, Science, and Technology. In 2012, all elementary schools in the city began offering “Foreign Language” classes. These classes are designed to cultivate the four language skills in a balanced manner, tailored to each developmental stage from first grade onwards.
