It combined the legacies of Kyoto Municipal Takakura West Elementary School and Kyoto Municipal Takakura East Elementary School. Before its current form several elementary schools contributed to its legacy. In 1991 a preparatory committee decided on a merger. This involved five schools: Ritsuo Elementary School, Seisho Elementary School, Nissho Elementary School, Meirin Elementary School and Honno Elementary School. The plan included constructing a new unified school. It was to be built on the grounds of the former Nissho Elementary School. The opening was targeted for April 1995.

In 1993 a partial merger occurred. Ritsuo Elementary School, Seisho Elementary School and Nissho Elementary School merged. This formed Kyoto Municipal Takakura East Elementary School. It was located on the former Seisho Elementary School grounds. Simultaneously Meirin Elementary School and Honno Elementary School united. This created Kyoto Municipal Takakura West Elementary School. It was situated at the former Meirin Elementary School site. These acted as temporary unified schools.

Finally in 1995 Kyoto Municipal Takakura Elementary School was established. It resulted from the integration of the East and West schools. This solidified a new chapter for education in the area.

After graduation students typically advance to Kyoto Municipal Kyoto Goryo Junior High School. The school’s location is geographically at 35 degrees 00 minutes 24 seconds north latitude. It is also at 135 degrees 45 minutes 44 seconds east longitude.

Notably on July 17th the school observes a holiday. This aligns with the Yamahoko parade of Gion Festival. Many Yamahoko-cho communities are in the school district. This shows the deep connection between the school and local traditions.
