“Low-cost or free medical care” That’s what the sign outside the \u4e09\u5cf6\u7126\u7523\u8005\u8a3a\u7642\u6240\u8de1 offered. We stand here today near where it once stood. This place marks a significant chapter in Osaka’s history. It highlights the struggle for accessible healthcare.

In 1980 road expansion led to the demolition of the original \u4e09\u5cf6\u7126\u7523\u8005\u8a3a\u7642\u6240. But its legacy lived on. A memorial was erected to remind us of its mission.

Let’s step back to the late 1920s. Japan was grappling with economic hardship. Many people couldn’t afford medical treatment. In 1929 the call for a clinic for the poor resonated. This led to the establishment of the \u4e09\u5cf6\u7126\u7523\u8005\u8a3a\u7642\u6240 in August 1931. It was located in what is now Suita City.

Dr. Kato Hikosuke a Kyoto University graduate led the clinic. He charged only a small fee for medicine. A day’s worth cost ten sen. He even offered free or low-cost examinations. Farmers workers and their families flocked to the clinic. They often faced difficulty accessing healthcare. Kato worked tirelessly.

The \u4e09\u5cf6\u7126\u7523\u8005\u8a3a\u7642\u6240 wasn’t the only one of its kind. The Osaka Nichi Nichi Shimbun reported that another clinic existed in Fukushima. However the \u4e09\u5cf6\u7126\u7523\u8005\u8a3a\u7642\u6240 stood out for its dedication.

In 1933 measles spread through the town. The town mayor relied on Kato for medical aid. The clinic treated those without regular doctors and those facing poverty. Sadly Kato fell ill in December. He collapsed on his way home from a house call. He died in January 1934 at just 28 years old.

His appendicitis had become severe due to delayed treatment. The Osaka Prefectural Special Higher Police Section ordered the clinic’s closure. Despite its short existence the \u4e09\u5cf6\u7126\u7523\u8005\u8a3a\u7642\u6240 made a lasting impact.

After World War II doctors who had been involved with the clinic gathered. They formed the Kansai Medical Democratization League. This later evolved into the People’s Medical Association.

Today the memorial here serves as a reminder. It honors those who fought for healthcare access. The words carved on Kato’s tombstone echo this sentiment. “Builder. Poor people like-minded together.” Even now the Min-Iren medical cooperative continues to visit his grave. It cherishes his memory.
