His edict aimed to reduce fraud. However the implementation was inconsistent. It wasn’t until 1835 that Tsar Nicholas I made a serious push for standardization. The Commission for the Introduction of the Unitarity of Russian Weights and Measures was established. The Depot of Exemplary Measures and Weights was founded in Saint Petersburg in 1842. This institution was vital for distributing standardized weights and measures. Its creation coincided with important railway construction. It was also a part of broader legal and imperial reforms.
In 1892. Dmitri Mendeleev became the Depot’s third scientific custodian. He held this position until his death in 1907. Mendeleev transformed the Depot into the Chief Bureau of Weights and Measures in 1893. His goals were ambitious. He wanted to unify Russia’s diverse weights and measures. He wanted to regulate them in trade and industry. Most importantly he aimed for a complete conversion to the metric system.
Mendeleev’s impact was profound. The metric system became optional in 1899. It was fully adopted in 1918. The Bureau began publishing a scholarly journal in 1894. This journal helped spread knowledge and promote standardization. Years later the Research Institute of Metrology and Standardization was built on its foundation. A monument to Mendeleev and his periodic table stands proudly on the Institute grounds.
Today. The D I Mendeleev Institute for Metrology is a global leader. It houses 54 of Russia’s 165 state primary standards. These standards cover eight measurement areas as defined by the International Bureau of Weights and Measures. The Institute holds primary standards for four core SI units: the meter the kilogram the ampere and the kelvin.
