Konstantinos Skarlatos was born in 1872 near Nafpaktos. He lived a long life dying in Athens in 1969. He entered the Hellenic Military Academy. In 1892, he graduated as an artillery second lieutenant. His military career was extensive. He fought in the Greco-Turkish War of 1897. He also fought in the Balkan Wars and the Asia Minor Campaign. From 1921 to 1922, he commanded the Military Academy. He then retired as a lieutenant general.

But Skarlatos achieved international fame as an Olympic athlete. At the 1906 Athens Summer Olympics, he excelled. He won first place in the 30 m duelling pistol event. He also placed fourth in both the 20 m duelling pistol and 50 m pistol events. In the 25 m rapid fire pistol event, he finished 15th. He came 17th in the 20 m army pistol.

Six years later, Skarlatos competed in the 1912 Stockholm Summer Olympics. He secured fifth place in both the team 50 metre military pistol and team 30 metre military pistol events. He placed 27th in the 30 metre rapid fire pistol and 30th in the 50 metre pistol event.
