In 1892, the Porto City Council appointed him to lead the Municipal Health and Hygiene Services. He also ran the Municipal Laboratory of Bacteriology. His work in this role led to the publication of important health statistics. These statistics were groundbreaking for Portugal. Ricardo Jorge’s reputation continued to grow. In 1895, he became a professor of Hygiene and Forensic Medicine at the Porto Medical-Surgical School.

Then disaster struck Porto. In 1899, the bubonic plague, thought to be eradicated, resurfaced. Ricardo Jorge quickly diagnosed the outbreak. He implemented strict measures to control the spread of the disease. These measures included isolating patients and disinfecting homes. However, his actions were met with resistance. Political groups stirred up anger among the population. Facing immense pressure, Ricardo Jorge left Porto for Lisbon.

In Lisbon, he became the Inspector General of Health. Ricardo Jorge founded the Central Institute of Hygiene. It was later named after him. This institute aimed to train health officers. It also aimed to advance research in public health. Ricardo Jorge spearheaded reforms. These reforms led to the “General Regulations of Health Services and Public Charity” in 1901.

Ricardo Jorge contributed to the fight against tuberculosis. He represented Portugal at international medical conferences. He also participated in the reform of medical education. His work extended to organizing the response to epidemics. These included pneumonic flu, typhus fever, and smallpox. He was a prolific writer. He published numerous scientific articles on various health topics. His intellectual curiosity extended beyond medicine. He wrote on literature, history, and art.

Ricardo Jorge remained active until his death in 1939. He left behind a remarkable legacy. Ricardo Jorge was a pioneer in social medicine in Portugal. He was a true humanist.
