The Research Council was established on June 22, 2005. It was founded by Royal Decree number 54/2005. His Highness Sayyid Shihab Bin Tariq Al-Said chairs it. He also serves as an advisor to His Majesty the Sultan.

In 2010, Royal Decree No. 30/2010 further solidified The Research Council’s role. It was set to lead the way in creating a national plan for scientific research. This council acts as a focal point.
