Security and order are not built in a day. The Department of Logistics under the Ministry of Public Security is responsible for state management of security, order and social safety. It handles counterintelligence and crime prevention. It also oversees fire prevention and rescue efforts. The department plays a crucial role in the execution of criminal judgments. The Ministry of Public Security or MPS is a significant arm of the Vietnamese government. It manages the Vietnam People’s Public Security. This uniformed police force handles domestic civilian administration. The MPS is similar to a standard Ministry of Interior. Colonel General Luong Tam Quang currently heads the MPS.

The MPS traces its origins to August 19, 1945. The Indochinese Communist Party formed three departments at that time. These were the Security Service Bureau in Northern Vietnam and the Surveillance Service in central Vietnam. The National Self-Defense Force Bureau in southern Vietnam was also formed. These departments protected Ho Chi Minh and other CPV leaders. This was in preparation for the declaration of independence on September 2, 1945.

On February 21, 1945, Ho Chi Minh unified the three bureaus. He created the Vietnam People’s Police Department under the Ministry of Internal Affairs. Le Gian became the first head of the MIA. In February 1953, the Sub-Ministry of Public Security was established. This occurred after Ho Chi Minh signed Decree 141/SL. At its inception, it comprised seven departments and divisions. Following a Government Council meeting in August 1953, the Sub-Ministry was elevated to the Ministry of Public Security.

The Ministry of Public Security has received many honors. These include thirteen Hero of the People’s Armed Forces titles. It also received the Gold Star Order and eighty-eight Ho Chi Minh Orders.

Looking ahead, the Department of Logistics must continue to adapt. It needs to anticipate new challenges. These include cybercrime and evolving security threats. The department’s commitment to innovation is essential. It must consolidate its warehousing and transport capacities. This ensures it meets both short-term and long-term requirements.
