“Life on the edges,” a local chuckled, “that’s Phum Kouk Ovloek for you.” We are in one of the seven sangkats of Khan Pou Senchey, one of Phnom Penh’s dynamic districts. Phum Kouk Ovloek, a small village, represents the changing face of this area. You see, until quite recently, Phum Kouk Ovloek was part of a much larger district, Khan Dangkao. In 2019, a government decree redrew the maps, literally. Several sangkats, including the one we’re standing in, were carved from Dangkao to form the new Khan Pou Senchey. This makes Phum Kouk Ovloek a frontier of sorts, straddling the old and the new. As Phnom Penh grows, places like Phum Kouk Ovloek find themselves at the heart of this urban transformation.
