Beneath the quiet hum of modern Kyoto, echoes of a bygone era linger in the Aneyakoji neighborhood. This unassuming area, a mere ten-minute walk from Sanjō bridge, holds the key to understanding how Kyoto’s citizens fought to preserve their heritage. Aneyakoji, bordered by bustling streets like Oike and elegant Sanjō, became a battleground for tradition in the face of relentless modernization. The late 20th century brought a wave of manshon construction, towering condominiums financed by outside developers. These enormous structures, symbols of rapid development, threatened to overshadow the low-rise buildings that characterized the Aneyakoji “valley.” Residents watched in dismay as the view of Kyoto’s surrounding mountains was obstructed by a massive 45-meter-high manshon on Oike Street. The city’s willingness to disregard established height limits left the Aneyakoji community feeling powerless. But they refused to surrender their heritage. Inspired by the choshikimoku, self-set neighborhood rules dating back to the Edo period, Aneyakoji residents decided to take a stand. In 2000, after years of study and consultation, they adopted the “Heisei-period Aneyakoji Neighborhood Rules.” These rules, displayed on wooden signboards throughout the neighborhood, became the foundation of the “Aneyakoji Neighborhood Building Covenant.” This groundbreaking agreement, signed by 80 households and corporations, set limits on development and prohibited the construction of convenience stores and absentee-owned apartments. This covenant, a testament to the community’s commitment, achieved a national record for participation and area covered. It has never been violated. Kyoto City, recognizing the significance of this initiative, supported the covenant with the “Aneyakoji Neighborhood District Plan.” Residents were appointed to the “Local Townscape Council,” granting them a voice in all future building projects. Aneyakoji became a symbol of resistance against unchecked development, a testament to the power of community action. The Aneyakoji story is not just about preserving old buildings. It is about protecting a way of life, a unique blend of history, culture, and community spirit that makes Kyoto so special. This neighborhood’s fight reminds us that progress should not come at the cost of our heritage.
