Did an encrypted hotline once connect the Hall of Diligent Government to the White House? Here at the Hall of Diligent Government (Qinzhengdian), the very heart of Chinese political power, such secrets reside. This unassuming building within the Zhongnanhai complex holds a history far more intriguing than its exterior suggests. The Hall of Diligent Government serves as the main meeting place for the Secretariat of the Communist Party of China. It houses the office of the party’s General Secretary. It’s also an alternative meeting place for the Politburo Standing Committee. But this building wasn’t always the nerve center of the Communist Party. Its origins date back to the Kangxi Emperor. He built the original Qinzheng Hall as his primary living and working space. Imagine the emperor here, conducting the affairs of the Qing Dynasty within these very walls. After the 1911 revolution, the Hall of Diligent Government transitioned into a venue for government conferences. This continued through the Republic of China and into the People’s Republic. It even served as the meeting place for the Central People’s Government Committee, the interim governing body from 1949 to 1954. Now, here’s where the story takes a twist. In the late 1970s, Wang Dongxing, director of the CPC General Office, had a rather audacious plan. He demolished the original Qinzheng Hall. Then, he used 6.9 million yuan, intended for reconstruction, to start building his own private residence. Fortunately, his removal from office in 1978 halted his scheme. The Hall of Diligent Government as we know it today was finally inaugurated as the Secretariat’s headquarters in 1980. The Hall of Diligent Government stands as a silent witness to centuries of power, intrigue, and even attempted personal gain. It whispers tales of emperors, revolutionaries, and political maneuvering. Its story reminds us that even in the seemingly unchanging world of politics, the tides of change are always at play.
