“What does ‘affordable housing’ really mean?” you might ask while standing here at Nostrand Houses. It means a community. It means homes for many families. Nostrand Houses is a public housing development in Brooklyn’s Crown Heights neighborhood. It is part of the New York City Housing Authority. NYCHA is the largest public housing authority in North America.
Let’s dive into the story of Nostrand Houses. These buildings were erected in 1949. They comprise 20 low-rise and mid-rise apartment buildings. The area covers roughly 14.75 acres. These homes were designed for low-income residents. The government subsidizes the apartments here.
Nostrand Houses offers a mix of apartments. There are one-bedroom, two-bedroom, three-bedroom and four-bedroom units. The development also has amenities. These include community centers and playgrounds. Outdoor recreational spaces are available too.
Over the years, Nostrand Houses has faced challenges. Maintenance, safety and security have been concerns. NYCHA has been working to address these issues recently. They are upgrading infrastructure. They are also improving safety measures. NYCHA wants to enhance resident services at Nostrand Houses.
Nostrand Houses plays an important role in the community. It has hosted many events and programs. There is a summer youth employment program. Community centers and health clinics operate here. NYCHA collaborates with community organizations. They work to improve the quality of life for residents. Their goal is to keep Nostrand Houses a safe place to live.
Interestingly, the site of Nostrand Houses has a rich history. Before becoming public housing, millionaires frequented this area. In the late 19th century, it was a resort and entertainment destination. The Sheepshead Bay Race Track was built here in 1880. It became the premier racetrack in the country. Horse-betting was eventually banned. The track then transitioned to car racing. It later shut down due to bankruptcy.
In December 2023, Nostrand Houses made history. It became the first NYCHA development to join the NYCHA Public Housing Preservation Trust. This trust unlocks billions in federal funds. These funds will be used for major renovations. Residents voted to enter the trust. This gave them a voice in what happens to their homes.
The trust will convert the complex from Section 9 to Section 8. This allows NYCHA to maintain ownership. Current rents will be preserved for residents. Residents pay no more than 30% of their income on rent.
The vote saw participation from 808 residents. There are 1,150 apartments in 16 buildings. Of those who voted, 464 favored entering the trust. Work to upgrade Nostrand Houses will start in 2026.
So, as you stand here, remember the layers of history. Remember the community. Remember the ongoing efforts to improve life at Nostrand Houses. It is more than just housing. It’s a story of people. It’s a story of place and it’s still being written.
