A cerulean blue mid-rise building. This is the former First Federal Savings & Loan Association building. Now it’s home to PATH a mental health provider. It stands proudly at the intersection of Cottman and Castor Avenues in Northeast Philadelphia. This isn’t just any building. It’s a significant piece of Philadelphia’s history a testament to the changing face of the Northeast.

The Thorofare Cottman Avenue was envisioned by city planner Edmund Bacon. He saw it as a bustling main street. A walkable commercial thoroughfare in his “suburb-in-the-city” plan. First Federal was a key part of this vision. The bank funded most home mortgages in the Northeast during the 1950s and 60s. It helped transform old farms into suburban homes. It fueled the growth of this area.

However Bacon’s vision didn’t fully materialize. In 1963 new zoning allowed for shopping centers. The car became king. Large buildings that followed First Federal were less urban. They weren’t as walkable as Bacon intended. This Thorofare evolved differently.

First Federal itself thrived for years. Lit Brothers department store was across the street. The corner was a popular destination. The bank even added a fourth floor in 1962. But things shifted in the 1980s. The bank moved its operations. The building sat empty for years. There were even whispers of demolition. A Wendy’s was rumored. This landmark was almost lost.

Then PATH stepped in. They needed a new home. They chose this location for its excellent public transportation access. Most PATH clients are low-income. They rely on SEPTA buses. Reusing an existing building was also appealing. The building’s modernist design became a bonus. Not everyone appreciates mid-century modern architecture. But PATH saw the potential and the history.

PATH’s move wasn’t just about a new location. It was about revitalization. It was about transforming a symbol of white flight into a center for a diverse community. This Thorofare is now home to mental health services for a population that speaks around 50 languages and dialects. PATH has created a nurturing campus. The renovation created a charming pocket park in a small courtyard. It’s a green refuge for patients and staff. The old First Federal building is now interwoven with the new creating a story of adaptive reuse and community growth right here on this Thorofare. This building continues to tell the story of Northeast Philadelphia’s evolution its resilience and its enduring spirit. The Thorofare continues its story.
