Sand Dune Park in Manhattan Beach wasn’t always a popular workout destination. In fact it started as a dump site. Local residents transformed this neglected area into a park in 1964. They created a little patch of grass and sand a haven in a landscape of mostly beach cottages. It remains one of the last vestiges of the South Bay’s once extensive sand dunes.

The park’s popularity exploded. This led to conflicts. In 2009 neighbors protested. They complained about noise traffic and overcrowding. Sand Dune Park was temporarily closed and fenced. The closure sparked controversy. Many argued the restrictions reflected localism or even racism. City officials denied these claims.

After much negotiation Sand Dune Park reopened in August 2010. Stricter rules were put in place. Now access is by reservation only. You must make a reservation at City Hall over a mile away. The fenced area is supervised during scheduled hours. Fines for violating the rules are hefty. Hundreds of dollars for a single offense. Even non-residents unaware of the rules are not exempt.

Next to the dune are 208 steps. They seem like a reasonable alternative. However signs clearly warn against jogging. Fines for jogging on the steps are even higher. The city actively patrols for violators. They distinguish between jogging and walking. Their rules are stringent almost as strict as international racewalking rules requiring one foot to be on the ground at all times.

A group of residents advocated for increased recreational use. A study showed the restrictions reduced usage by 45%. The city maintained the restrictions but added a few extra slots in late 2011.

Sand Dune Park has attracted many famous athletes. Troy Polamalu Kobe Bryant Andrew Bynum and many other professional athletes have tackled the dune. They’ve shared the sand with countless weekend warriors.

The park is also home to a rare plant. Chaenactis glabriuscula var orcuttiana Orcutt’s yellow pincushion. This rare native plant thrives in Southern California’s coastal dunes. It was rediscovered in the park and Ballona Wetlands in spring 2010.
