“Why does this place feel so welcoming?” Perhaps it is the spirit of community woven into the very walls of Siheung 5 Dong Community Service Center. Here in Siheung 5 Dong Community Service Center, we stand at a place deeply connected to the well-being of its residents.
Community Service Centers play a vital role throughout Seoul. They address the increasing social welfare needs of citizens. Did you know that from 2011 to 2013, the number of people needing social welfare increased by a staggering 73 percent? That is a rise from 1.48 million to 2.574 million.
However, the number of social welfare workers only increased by 18 percent. This discrepancy created a bottleneck. All social welfare-related work had to go through these community service centers. The shortage of personnel made it difficult to provide timely service. This often resulted in gaps in the public welfare system.
Recognizing these challenges, Seoul sought to transform its Community Service Centers. The goal was to make them citizen-centered hubs. These centers would work together with residents to improve lives. They launched universal welfare programs. These programs are customized to different stages of life. They are not limited to only low-income households.
These programs target at-risk families, elderly citizens, and new mothers. Social welfare personnel began visiting residents at home. This proactive approach aimed to eliminate blind spots in the social welfare system. Visiting nurses were assigned to Community Service Centers. They conduct medical checkups for residents.
