Hidden on Xinzhou Island, a story unfolds within the walls of Guangdong Dongguan Prison. Established in November 1988, originally as Guangdong Xinzhou Prison, it was renamed Guangdong Dongguan Prison in 1995. This large-scale prison, dedicated to male offenders, holds a unique position in China’s correctional system. Dongguan Prison is known for housing a significant number of foreign nationals. It’s one of the earliest designated facilities in China for incarcerating foreign-born criminals. According to the available information from 2018, the prison population included inmates from nearly 60 countries and regions. This presents a complex challenge. The prison administration has adopted the “Five Persistences” principle: equal treatment, meticulous management, education in Chinese culture, multilingual education, and comprehensive record-keeping. Dongguan Prison strives to respect religious freedom, cultural practices, and international legal standards. The prison also serves as a research base for foreign prisoner rehabilitation for the Ministry of Justice. It collaborates with the Confucius Institute on cultural education and shares a “prison culture museum” with the Dongguan City Cultural Center. Over its 30-year history, Dongguan Prison has received numerous accolades. It was named a provincial-level excellent special school in 1995 and a Ministry of Justice-level modernized and civilized prison in 1997. Dongguan Prison has also received recognition for its work in sentence reduction, parole, and medical care for foreign prisoners. In 2019, the prison produced an award-winning film, “Chasing the Wind,” which earned recognition in both domestic and international film festivals. Further demonstrating its commitment to integrating technology, Dongguan Prison passed the Ministry of Justice’s smart prison assessment in 2019. The ongoing mission of Dongguan Prison is ambitious. The aim is to become a “specialized prison, a window prison, and a model prison.” They focus on improving infrastructure, rehabilitation programs, legal construction, and smart management. They strive to contribute to the higher goals of a peaceful and lawful China.
