The Monumento al Texto Gratuito was inaugurated on September 26, 1963. It was a project led by Municipal President Ildefonso Velázquez. The monument honors President Adolfo López Mateos. He championed free education in Mexico.

President López Mateos decreed the creation of the National Commission for Free Textbooks in 1959. During Velázquez’s administration, the Department of Civic and Cultural Action was established. The original textbook illustration featured Miguel Hidalgo, José María Morelos, Vicente Guerrero and Francisco Javier Mina. At the base are seven children. They gaze at the book.
